October 16, 2019

WASHINGTON, D.C. (October 15, 2019) – The Federal Emergency Management Agency (FEMA) announced on October 14, 2019 that Acting Administrator Pete Gaynor appointed 15 members to FEMA’s National Advisory Council (NAC). Among the appointees is Healthcare Ready’s Executive Director, Nicolette Louissaint, Ph.D., who will serve as the Public Health Representative for the next term.

“I am passionate about the NAC’s mission to ensure coordination within the emergency management community and to strengthen the plans and strategies that build resilience in communities before, during, and after disasters. I am honored to be appointed as the public health representative and look forward to continuing the important work of the council,” said Louissaint.

The NAC is an advisory committee established by federal law to ensure ongoing coordination of federal emergency management activities. The committee provides advice to the FEMA Administrator through recommendations on all aspects of emergency management. It consists of 35 members, including a diverse cross-section of officials, emergency managers, and emergency responders from state, local, and territorial governments, non-governmental organizations, and the private sector.

Louissaint brings a depth of experience and public health knowledge to the NAC. In her current role as Executive Director for Healthcare Ready, Dr. Louissaint manages all key operations that support patient access to healthcare in times of disaster and disease outbreaks. She has been the driving force behind many of the organization’s initiatives including roundtable policy discussions, groundbreaking reports, and trainings covering issues ranging from pandemic flu to natural disaster emergency response. During response activations, she serves as the organization’s Incident Commander, providing strategic direction for all communications and initiatives. Prior to joining Healthcare Ready, Dr. Louissaint served as a Foreign Affairs Officer and Senior Advisor to the State Ebola Coordinator at the US Department of State.

Louissaint earned her PhD in Pharmacology and Molecular Sciences, specializing in HIV Clinical Pharmacology, from Johns Hopkins University School of Medicine. She completed post-doctoral fellowships at the Johns Hopkins University and the American Association for the Advancement of Science. She holds Bachelors of Science degrees in Chemical Engineering and Biological Sciences from Carnegie Mellon University.
